Rumrill Commons is a proposed Type V, 4 story, 40 units affordable housing community serving low to moderate income families developed by NDC, in partnership with the City of San Pablo. The project’s mixed-income approach helps to simplify the capital stack, allowing NDC to deliver housing quicker and reduce the time between site control and completion for traditional affordable housing of similar size and tenure. The use of our in-house construction GC will help 1) Cuts costs of construction and 2) decrease material waste, therefore reducing the negative environmental impacts and disruption to neighbors during construction. Cities like San Pablo in Contra Costa County have historically had significant challenges attracting State dollars for new affordable housing communities and programs like the Apple Affordable Housing NOFA will greatly help accelerate housing development in this County.
NDC was selected through a competitive RFP process to partner with the City of San Pablo to develop 40-units of family affordable housing on land owned by the City in April 2022. The City of San Pablo is contributing the land through a disposition and development agreement as well as contributing just over $1M in additional capital to the development. NDC has also secured 8 project-based section 8 vouchers with a 20-year commitment. NDC received entitlements and all environmental clearances through the City Planning Commission on June 27, 2023. We are talking with the city and plan to secure some additional funds to close the current gap. If awarded the funds from the city, NDC plans to apply for 9% Tax Credits in the second round of 2025 with fund award anticipated by the end of 2025. With an additional award of city funds, 9% low-income housing tax credits will be the last source of funding needed to break ground, NDC plans to move forward with building permits to be ready to break ground simultaneously with a 9% tax credit award.
